What Does “Private Autonomous” Mean in the SSP Scholarship Form?
Scholarship guide · SSP Karnataka · reviewed 2026-11-07 by the Eduvy counselling team
“Private autonomous” describes your college, not your seat. A private management runs the college, and the UGC has given it autonomous status. Autonomy lets the college set its own syllabus and exams. The degree still comes from the university it is affiliated to. For fee reimbursement, your seat type and family income also matter.
What does “private autonomous” mean?
The phrase joins two separate facts about a college. “Private” is about who runs and funds it. “Autonomous” is about who controls its syllabus and exams.
Government, aided, partially aided and unaided (self-financing) colleges can all apply for autonomy. Source: UGC autonomy regulations, 2023, clause 6.1, as of 7 Nov 2026. So a private unaided college can also be autonomous.
An autonomous college designs its own courses and syllabi, conducts its own exams and announces its results. The parent university still awards the degree, with the college's name on the certificate (same regulations, clauses 3.1 to 3.4).
College types on the scholarship form: government, aided, private, autonomous, deemed
- Government college: run by the state or central government, or by a local body.
- Aided or partially aided college: a college that receives government grants towards its running. UGC rules say an aided college keeps its state funding after it becomes autonomous (clause 5.2).
- Private unaided (self-financing) college: run by a private trust or society without a government grant.
- Autonomous college: any of the above that the UGC has made autonomous. It stays affiliated to its parent university (clause 4.3).
- Deemed to be university: an institution the Central Government has declared a university under section 3 of the UGC Act. It awards its own degrees. Source: UGC deemed university regulations, 2023, as of 7 Nov 2026.
- University set up by a state or central law, including a private university: it awards degrees in its own name. Source: UGC Act, section 22, as of 7 Nov 2026.
How do I find my college's type?
- Check the UGC list of autonomous colleges. The list dated 28 February 2026 names 1,788 colleges, grouped by state and university (UGC list, as of 7 Nov 2026).
- Karnataka has 135 colleges on that list. They include 54 under VTU, 28 under Bangalore University, 6 under Bengaluru City University, 3 under Bengaluru North University and 2 under RGUHS.
- Autonomy is granted for five or ten years at a time, so check the period shown against your college (UGC regulations, clause 3.12).
- A college on its university's affiliated list but not on the UGC autonomous list is an ordinary affiliated college.
- For a deemed university, check the UGC list of deemed to be universities (as of 7 Nov 2026).
- Ask the college office whether it is government, aided or unaided, and use the same answer on every form.
Does “private autonomous” change my scholarship or fee reimbursement?
In the rules we could check, autonomy is not itself a condition. The rules turn on the type of institution, your seat type and your family income.
Take the Backward Classes Welfare Department's fee reimbursement (BCWD fee concession page, as of 7 Nov 2026). It covers government, local-body, aided and recognised unaided private institutions in Karnataka, and deemed universities.
It pays only for government-quota seats in regular courses. Management-quota seats, private seats in private colleges and COMEDK seats are not eligible. Neither are distance, open-university and evening courses.
Income limits apply. That page lists ₹2.5 lakh for Category-1 students, and ₹1 lakh for Categories 2A, 3A and 3B.
SSP also lists a separate tuition-fee reimbursement for SC and ST students in professional courses under management and private quota. Source: SSP schemes, as of 7 Nov 2026.
Each department sets its own rules. Read the post-matric eligibility criteria document on the SSP Downloads page before you apply.
Where to get help with the SSP form
We could not open the SSP application manual to confirm the exact wording of every option on the form. Colleges and universities have their own login on SSP, the College Information System (SSP portal, as of 7 Nov 2026). So your college's scholarship desk can tell you how your college is recorded.
- Your college's scholarship desk. SSP has issued a circular asking post-matric institutions to set up an SSP helpdesk in colleges, listed on its Downloads page.
- The user manual for the 2026-27 post-matric student application, also on the SSP Downloads page.
- The scheme's own department, listed by name on the SSP schemes page.

Common questions
What is the meaning of private autonomous in a scholarship form?
It means the college is privately managed and has autonomous status from the UGC. It sets its own syllabus and exams, but its affiliating university awards the degree.
Is a private autonomous college the same as a private university?
No. An autonomous college stays affiliated to a university, which awards its degree. A university, including a deemed university, awards degrees itself under the UGC Act.
Can management quota students get fee reimbursement in Karnataka?
Not under the Backward Classes Welfare Department's fee reimbursement, which covers government-quota seats only. SSP lists a separate tuition-fee scheme for SC and ST students in professional courses under management quota.
How do I know if my college is autonomous?
Check the UGC list of autonomous colleges, grouped by state and affiliating university. The list dated 28 February 2026 shows 135 autonomous colleges in Karnataka.
