Autonomous vs Affiliated vs Deemed vs Private University

By Eduvy Editorial · 25 September 2026 · AI & Education

For your child's degree, the label on the gate matters less than two facts: who awards the degree, and whether the specific programme is approved. Every type covered here (affiliated college, autonomous college, deemed to be university, state private university and state or central university) can lead to a legally valid degree under Section 22 of the UGC Act, 1956. What changes is who writes the syllabus and sets the exams, who controls the fee, how you get a seat, and whose name is printed on the certificate.

The five types, each with its legal basis

  • Affiliated college. It teaches, but a university sets the syllabus, runs the exams and awards the degree. In Bengaluru the main affiliating universities are Bangalore University, Dr. Manmohan Singh Bengaluru City University (earlier Bengaluru City University) and Bengaluru North University for general degrees, Visvesvaraya Technological University (VTU) for engineering, and Rajiv Gandhi University of Health Sciences (RGUHS) for medicine, dental, nursing, pharmacy, allied health and AYUSH courses.
  • Autonomous college. An affiliated college given academic autonomy under the UGC (Conferment of Autonomous Status upon Colleges and Measures for Maintenance of Standards in Autonomous Colleges) Regulations, 2023, notified on 3 April 2023. It designs its own syllabus, conducts exams and issues mark sheets. The degree is still awarded by the parent university, with the college's name on the certificate. To qualify, a college needs at least 10 years of existence and accreditation from NAAC, from NBA for at least three programmes, or from a UGC-empanelled agency.
  • Deemed to be university. An institution declared by the Central Government, on UGC's advice, under Section 3 of the UGC Act. It is governed by the UGC (Institutions Deemed to be Universities) Regulations, 2023, notified on 2 June 2023. It awards its own degrees but may not call itself simply a "University" (Section 23), so its name should carry "Deemed to be University".
  • State private university. A university created by an Act of a state legislature and run by a private sponsor. In Karnataka each private university has its own Act, as the state's bill records show. It counts as a "University" under Section 2(f) of the UGC Act and awards its own degrees.
  • State or central public university. Set up by a state or central Act. It teaches through its own departments and constituent colleges, and an affiliating university also oversees affiliated colleges. Central universities admit undergraduates through CUET-UG, which state, deemed and private universities can also choose to use.

Section 12B of the UGC Act is a different thing. It decides whether a university set up after 1972 can receive central grants. It says nothing about whether the degree is valid.

For all five, the programme also needs its own approval where one applies: AICTE for engineering and management, PCI for pharmacy, the Indian Nursing Council for nursing, the Bar Council of India for law, the Council of Architecture for architecture and the National Medical Commission for MBBS. An unapproved programme is a problem whatever the institution's label.

Worked example: one KCET engineering seat, three kinds of institution

KEA's provisional engineering fee table for 2026-27 shows how state control works for seats that come through KCET:

Where the KCET seat isFee (general merit)Supernumerary quota (income under ₹8 lakh)
Government college (most branches)₹47,100₹22,910
Unaided private college₹1,20,320 or ₹1,30,320, by fee type₹32,320
Deemed or private university₹1,20,320 or ₹1,30,320None listed

What this tells a parent:

  • A KCET seat at a deemed or private university costs the same as one at a private college. KEA also publishes a separate seat matrix for these university seats.
  • The supernumerary quota (5% extra seats in each engineering college, tuition waived for families earning under ₹8 lakh) has no fee listed for deemed or private university seats in KEA's table, so don't count on it there.
  • The figures include a university fee of ₹12,320 and "other fees" of ₹20,000 at unaided colleges and private or deemed universities.
  • Seats outside KEA (COMEDK, management, a university's own entrance) are where fees differ the most. Get them in writing and compare them in the Bangalore College Fee Index.

Five myths parents hear

"A deemed university isn't a real university, so the degree won't count."

Section 22 of the UGC Act names deemed universities among the bodies allowed to award degrees. In its 2017 judgment on deemed universities, the Supreme Court said a deemed university "can certainly award degrees but cannot use the word 'University'". What to check is that the institution appears on UGC's deemed list and that your programme has its regulator's approval.

"An autonomous college gives its own degree, not a university degree."

No. Under the 2023 autonomy regulations, the college announces results and issues mark sheets, but the degree is awarded by the parent university, with the college's name on the certificate.

"Autonomous means the college can charge whatever it likes."

The same regulations let autonomous colleges fix fees only within the norms of the state government or the relevant statutory council. Autonomy is academic. It is not a licence to charge any fee.

"It isn't 12B, so the degree is invalid."

Section 12B is about eligibility for central government grants. It has no bearing on whether a university's degrees are valid.

"It has University in its name, so it must be one."

UGC's list of fake universities, marked as of February 2026, has 32 entries, including two in Karnataka, one of them giving a Bengaluru address. Their degrees are not valid.

How to verify any institution in 5 minutes

  1. Find it on UGC's lists. Go to ugc.gov.in/universitydetails/university and open the list for its type: Central, State, Deemed to be Universities or State Private Universities. The name must match exactly.
  2. Rule out the fake list. Check ugc.gov.in/universitydetails/Fakeuniversity.
  3. For a college, confirm affiliation. Look it up in the affiliating university's list of affiliated colleges (Bangalore University, Bengaluru City University, Bengaluru North University, VTU or RGUHS). For an autonomous college, also check the list linked from UGC's Autonomous Colleges page.
  4. Confirm programme approval for this year's intake. For engineering, MBA and MCA, use AICTE's approved-institutes dashboard at facilities.aicte-india.org (it also lists unapproved institutions). For other programmes, use the regulator's site: pci.gov.in for pharmacy, indiannursingcouncil.org for nursing, barcouncilofindia.org for law, coa.gov.in for architecture and nmc.org.in for medicine.
  5. Check quality claims. The NAAC grade and its validity date are on naac.gov.in. NAAC is moving to a new binary and maturity-based system, so read the date, not just the grade. NBA accredits individual programmes, so ask which programmes are accredited on nbaind.org. For NIRF rank, see nirfindia.org (the latest rankings there are 2025).
  6. If the seat is through KCET, confirm the college and course appear in KEA's seat matrix on cetonline.karnataka.gov.in. KEA allots only seats in the government-issued matrix.

UGC's deemed university regulations require the prospectus, with fee structure and refund policy, to be on the website at least 60 days before admissions start. They also bar the institution from keeping students' original certificates. These are fair standards to ask of any institution.

Frequently asked questions

Is a deemed university degree valid for government jobs?

A deemed university is legally entitled to award degrees under Section 22 of the UGC Act. Check that the institution is on UGC's deemed list and that your programme has any regulator approval it needs, then read the eligibility line of the specific job notice.

Which is better, an autonomous college or a deemed university?

Neither label decides quality. An autonomous college gives college-level control of syllabus and exams with a university degree; a deemed university awards its own. Compare programme approval, NAAC validity, NIRF rank, fees for all years and placements for your specific course.

Will an autonomous college's name appear on the degree certificate?

Yes. The 2023 regulations say the parent university awards the degree with the college's name on the certificate.

Can I get a KCET seat at a private or deemed university?

For engineering, yes, where the university has given seats to KEA. KEA publishes a separate seat matrix for them, and the fee in its 2026-27 table matches private unaided colleges. KEA's table lists no supernumerary tuition-waiver fee for those seats.

How do I check whether a university in Bangalore is fake?

Search UGC's fake university list, then confirm the institution appears in one of UGC's university lists. As of February 2026, UGC listed 32 fake universities, two of them in Karnataka.

Start from colleges whose approvals are already checked: UGC-recognised colleges, NAAC-accredited colleges and AICTE-approved colleges in Bangalore. For seats outside KCET, read the management quota guide. On Eduvy you can compare colleges by approvals, year-wise fees and hostels, and apply to several from one profile.
